Anyone good at video compression etc?

Does anyone have any experience with video editing? I'm having huge problems with syncing audio and video. Nightmare. Wondering if anyone has any tips? i'm using VirtualDub for encoding/compressing. and Premiere for stupid editing...

Specifically i am trying to make a clip from something in a compressed format (Xvid) and then editing it with something else in a different format. The problem is i have to re-encode the files to be the same as each other in VirtualDub. But when i do this, there is a loss in audio sync - But only when i play the newly encoded file through premiere!
COming to think of it, i never did go back and try Windows Movie thing after re-encoding it. So will try this. Thanks though!
